The 'Volim Omiš' association has requested documentation from six relevant institutions regarding their response to the major fire that affected the areas of Omiš and Lokve Rogoznice on 13 and 14 August. The aim of this action is to establish the facts, reconstruct the sequence of events, and analyse the conduct of the responsible services, with the association emphasising that it does not prejudge the responsibility of any individual or institution in relation to its requests.
A key part of the request concerns the precise timeframes and chronology of events. The association is requesting documentation with exact dates and timestamps to enable the reconstruction of the event sequence, starting from the first reported danger up to the evacuation. Special attention is being paid to the 112 system, for which the Civil Protection Directorate, as its operating body, has requested a chronology of events recorded in that system. The request specifically highlights the need for information on the time of the first reported danger, communication related to the evacuation, and the manner in which residents were warned of the danger. Additionally, the association is investigating whether the activation of the SRU system was considered during the fire, and if not, whether there are documents explaining such a decision.
Special attention is being paid to traffic regulation, particularly on the DC553 section. The association is asking Hrvatske ceste for data on actions taken on the section, including parts of the Omiš bypass, the tunnel, and the bridge over the Cetina River. Data is sought on the state of the tunnel monitoring system, possible alarms, faults, power outages, and records from the traffic monitoring and management centre during the fire. Particular emphasis is placed on the question of whether the DC553 road was considered as an evacuation route, with a request for the exact time of the road's closure and reopening, including official notes, orders, and communication with other services.
The 'Volim Omiš' association is requesting a chronology of the deployment of fire services and data on command during the intervention from the Croatian Firefighting Association. Information is sought on the deployment of firefighting forces, particularly in the area of the bypass and tunnel, and on requests for their deployment to the fire site. Furthermore, the association is requesting documentation from the Split-Dalmatia County regarding the work of the County Civil Protection Staff, the time the decision on evacuation was made, and communication with the city, police, firefighters, the 112 centre, and Hrvatske ceste.
Through these requests, the 'Volim Omiš' association aims to identify any deficiencies in the system, communication, command, and traffic regulation. The goal is to identify all elements that may have influenced the course of events so that future crisis situations can be handled more effectively, and all potential systemic failures can be identified and corrected in a timely manner.
